REQUEST FOR PROPOSALS FOR PROGRAM MANAGEMENT SERVICES (INCLUDING DESIGN-DESIGN MANAGEMENT, PROJECT MANAGEMENT AND INSPECTION SERVICES)

QUESTIONS AND ANSWERS MEETING DATE: September 26, 2023, at 10:00 a.m. in Mother Theresa Conference Room at the Perea Building of the PCUPR Ponce Campus DEADLINE FOR SUBMITTING PROPOSALS: October 20, 2023, at 12:00 midnight via email

OVERVIEW: PCUPR is looking for proposals from potential contractors to provide full and total program management services (including design-design management, project management and inspection services) associated with DR-4473 and DR-4716 events. Proposals from interested parties shall be submitted by email and received on or before October 20, 2023, until 12:00 midnight. Interested companies or entities shall in their services, at least:
- One (1) Design Manager who will be in charge of all design and permit work coordination, construction bid packages preparation, estimate preparation and bid celebrations. This person shall be an engineer or architect with at least 5 years of professional experience in the design or in the construction of project areas.
- One (1) inspector per project of or above $1,000,000.00 or two (2) projects below $1,000,000.00. This person shall, at least, be a licensed engineer in training (EIT) or a licensed architect in training (AIT). In such cases, he shall be under the direct supervision of a licensed professional engineer (PE).
- One (1) project manager per no more than three (3) projects. This person shall be a professional licensed engineer or professional licensed architect.
- All materials and equipment necessary in order to provide the services.
A questions and answers meeting will be held on September 26, 2023, at 10:00 a.m., Puerto Rico time. This questions and answers meeting is mandatory for all parties interested in submitting a proposal.
Proposals will be evaluated in terms of previous experience, economic proposal, compliance with FEMA, Federal and State Regulations and availability to have continuous physical presence in Puerto Rico. All of these factors are of outmost importance. Having physical continuous presence in Puerto Rico during the duration of this contract is an obligatory factor. Reputation in the business community and referrals will also be an evaluation factor, but of less relevance than the previously mentioned.
Offerors shall be aware that PCUPR reserves the right to execute an award and that said award would be made, if made, on a “best value” basis. Therefore, PCUPR reserves the right to award the contract to other than the lowest-priced offeror.
All proposals shall include the following information:
- Cover letter
- Table of Contents
- Introduction
- Company Organizational Chart
- Proposed Organizational Chart to provide these services
- Curriculum Vitae of each proposed personnel
- Economic Proposal presented on our hourly basis per person. Said hourly cost shall include all costs necessary, including all material and equipment necessary for the person to do its work.
- Previous Project Experience including a brief description of the project, the work performed, the cost of the project, and name and phone number of a person of contact for each project.
Compliance Documents including:
a. Certificate of Non-Debarment or Suspension from gov. (print out) and Puerto Rico General Services Administration Certificate of Compliance (ASG Registro Único de Licitadores) or all documents required by the Government of Puerto Rico to do business with their agencies detailed below from (b) to (n).
b. Certificate of Incorporation issued by Puerto Rico Department of State (Certificado de Incorporación emitido por el Departamento de Estado).
c. Good Standing Certificate issued by Puerto Rico Department of State [annual report filed and requested by vendor] (Certificado de Buena Conducta emitido por el Departamento de Estado)
d. Certificate of Registration issued by Puerto Rico Department of State (Certificado de Registro emitido por el Departamento de Estado)
e.Certificate of Unemployment Insurance issued by Puerto Rico Department of Labor (Certificado de Seguro de Desempleo emitido por el Departamento de Trabajo)
f. Certificate of Compliance issued by Puerto Rico Treasury Department (Certificación Negativa de Deuda emitida por el Departamento de Hacienda)
g. Workers Compensation Coverage certificate – PR State Insurance Fund (Certificación del Fondo del Seguro del Estado)
h. Workers Compensation Certificate of No Debt – PR State Insurance Fund (Certificación del Fondo del Seguro del Estado)
i. Municipal Tax License, Payment receipt or certification (Certificado de Pago de Patente Municipal)
j. Puerto Rico Treasury Department certificate of compliance/No debt last 5 years. (Certificación Negativa de Deuda de los pasados 5 años emitida por el Departamento de Hacienda)
k.Puerto Rico Treasury Department certificate of compliance/ No debt sales tax (Certificado negativo de deuda con Hacienda de impuestos)
l. Merchant’s Registry with Treasury Department (Registro de Comerciante)
m. Certificate of any other insurance required:
-Public Liability including coverage for bodily injury, personal injury and property damage with PCUPR as additional insured
-Auto insurance
-Any other additional document required by PCUPR’s own policies and procedures.
The failure to submit the requested documents during the established timeframe will be cause for disqualification of the proposal, and PCUPR reserves the right to engage in a contractual relation with any other responsive proponent. The adjudication of this RFP does not obligate PCUPR to sign a contract. The contractual relationship between PCUPR and the selected proponent would only start when a contract is formally signed, according to law. Under no circumstances, none of the personnel of the party to whom the contract is awarded will at any time be considered employees of the PCUPR. If this RFP is partially modified, all terms and conditions that are not modified will remain intact. PCUPR reserves the right to cancel or amend any of the terms and conditions of this RFP at any time and notifying the interested parties. PCUPR could cancel of withdraw this RFP. PCUPR could also not select any of the interested parties for the award to this RFP without any legal liability against PCUPR.
In accordance with Title VI of the Civil Rights Restauration Act of 1987 and other laws and rules regarding the prohibition against discrimination, the PCUPR will not discriminate, during this process, against parties due to the reason based on sex, color, origin, nationality, race, age, or incapacity.
All proponents must demonstrate that they have the capacity, experience, and the necessary resources to provide the requested services to PCUPR and that they do not have any legal or ethical impediment that prevents being contracted by PCUPR.
